Emma Monique is a private investigator in the year 1984 in the City of Harlech, British Columbia. She takes on whatever work she can get to come her way. Unlike most of her colleagues though, and most of the town, she holds herself up to a code of ethics and standards that won’t see her cross the line. She plays by the book, but she always wasn’t this way. As a result of a particular investigation, Emma finds herself crossing paths with her high school friend, Kaj Kejsaren, a Harlech Police Department constable who has no issues when it comes to breaking the rules and seemingly has no ethics. Just like in high school, the pair team up again to solve investigations and mysteries that seem interconnected and which cause them to reminisce about old times in this hellish and sinful city.

Both Emma Monique and Kaj Kejsaren are apathetic to the political election. Emma now runs a bustling private investigations company, and Kaj faces a disciplinary hearing for his past actions, but both are anxious for the future of the city nonetheless. They take out their anxieties as they separately investigate those in control of the city, hoping to learn who or what criminal organization aims to take control, or continue to control, the city in a position of absolute power and consolidate the criminal activities of the city for their own doing. To aid their efforts, they come to reflect on the past again, where a power struggle ensued fifteen years ago for control of the city, but now continues to struggle for control of the Greater Harlech region. This final battle for control pushes both Emma and Kaj to their limits, transforming each of them for better or for worse, as they action their own plans in opposition to the hostile powers that lurk.

Description: Emma Monique, a private investigator, and Kaj Kejsaren, a police detective, have found themselves apart from each other in the last few months. Kaj is not himself and so Emma keeps an eye on him as he takes on a new assignment to investigate drug trafficking between the Yakuza and the Triad groups in the city. During her investigation, Emma comes across an old high school flame who now runs his own mercenary team and who she suspects to be involved in a scheme to pit the Yakuza and Triad who have been increasingly engaged in a gang war to annihilate the other from the city. The opposition between Emma and Kaj mirror the opposition the two experienced in a similar time fifteen years ago, where Kaj had become a member of the football team and was indicted into a scheme that the team had taken up to secure victory in the regional football tournament. Emma and Kaj face off against each other, looking to secure and defend those they love from those that threaten them.

Kaj is promoted into Major Crimes, Abductions Unit, and investigates the disappearance of a 17-year-old female in the community, Ansley Wharton, while Emma is approached by a former schoolmate from high school, Cassandra Bates, who is now a famous actress, and encourages her to investigate a movie producer for his suspected sex crimes involving other actors and actresses.
